TAYD Series: Using the Internet Archive Part 2 Intermediate Session

Please join us on January 26th and 27th for our two-part free TAYD webinar series on using the Internet Archive with an emphasis on the Wayback Machine! Veteran credentials evaluators Peggy Hendrickson and Shelby Cearley will be sharing some of their favorite tips and tricks for using the Wayback Machine to assist with evaluation work. We’ll have two separate webinars aimed at beginner and intermediate users of the Internet Archive. 
As part of the introductory session, we’ll show you some basic steps on how to use the Wayback Machine to look up historical information from institutions like degree plans, catalogs, syllabi, entry requirements, grading scales, program standard duration, and more to ensure you are using time-appropriate information on your evaluation assessments. 
Our intermediate session will focus on more complex strategies for searching for these items as well as some different ways of searching for old websites. We will get familiar with using the Internet Archive’s Boolean operators, learn some history about this not-for-profit organization, and learn how we can save information individually or institutionally to the Internet Archive. In addition, we’ll look at the Internet Archive’s library to show you some of the relevant publications useful for credentials evaluations.

Both sessions will be focused on having plenty of time for attendees to practice the strategies via a scavenger hunt!  Please come ready to search and share your best ideas!  Each session will last from 60-75 minutes.  This webinar series is open to TAICEP members and non-members.

TAICEP Webinar: Best Practices on Digital Delivery of Evaluation Reports

Session description:
Established in 1967, the Comparative Education Service (CES) is Canada’s only university-based academic credential assessment agency. When our on-site operations ended in March 2020, due to COVID 19 restrictions, CES faced significant hurdles in maintaining operations that were dependent on in-office paper-based workflow. This presentation will outline how CES went about transforming the production of our education credential assessment reports using DocuSign in partnership with our colleagues at EASI. Attendees will be introduced to the resources available through the eSignature Competency Centre and Enterprise DocuSign pilot, as well as take away best practices when implementing DocuSign solutions that enable divisions to deliver electronic tamper-proof documents to students worldwide securely. We will give a short demo of DocuSign as well as provide attendees with a downloadable project checklist.

Marcus Emmanuel Barnes, M.Sc., is the Lead Developer and Systems Architect at the University of Toronto School of Continuing Studies. He manages a talented team that designs, develops, and implements software and integration solutions that support the success of the school’s strategic and educational mandates.



Peggy Zhu is the Manager for the Comparative Education Service at the University of Toronto School of Continuing Studies. She has more than ten years of experience in credential assessment, student and customer services and work process improvement. Peggy has a Master of Education from the Ontario Institute for Studies in Education (OISE), University of Toronto.

TAICEP Webinar: Digital recognition workflows through the Database of External Quality Assurance Results (DEQAR)

The Database of External Quality Assurance Results (DEQAR) provides a one stop shop access to reliable information about the quality assurance of higher education institutions within the European Higher Education Area (and beyond). Among else, this public database contains over 50 000 external quality assurance reports (i.e. accreditation and evaluations) on higher education institutions and their programmes. Using technical solutions, DEQAR also enables usage of the stored data and automatic connection between databases. The presenters will demonstrate DEQAR’s data usage in the live system of the Italian ENIC NARIC, CIMEA, on the blockchain platform Diplome, through which Statements of comparability are issued, and discuss the practicalities of connecting DEQAR with recognition centers’ databases, to foster the automatic recognition of qualifications. Participants will be encouraged to share examples of digitalization of recognition workflows in their national contexts, and reflect on the successes and obstacles along the way.



Aleksandra Zhivkovikj is policy and project officer at EQAR. She is responsible for the general maintenance of DEQAR, contact with agencies and end users. Aleksandra also manages project activities including peer support for agencies and maintains contact with ENIC-NARIC centers in the DEQAR CONNECT project. She holds a Master of Laws (LLM) from the University “SS. Cyril and Methodius”-Skopje and a joint master’s degree in educational policies and development from the University of Oslo, Autonomous University of Barcelona and University of Malta. Before joining EQAR, Aleksandra worked as a consultant at the OECD’s Directorate for Education and Skills.

Silvia Bianco has been working in CIMEA since September 2015 and started as credential evaluator for the qualifications coming from Arab and African countries. For this reason, she had and has an active role in the development of procedures for the recognition of qualifications held by refugees in case of partial or missing documentation. She is now in charge of the unit for the development and management of international and European projects in the field of higher education and, therefore, has been involved in the DEQAR CONNECT project.

Description: How did we know that Syrian applications to the Swedish national office would plummet a few years ago? Or, that Indian applications would rise even further? If we know what changes to expect in our work, it becomes easier to plan for resources and expertise. The Swedish Council for Higher Education, a national agency with a very large number of applications in the past decade, has incorporated foresight analysis into its activities in the past few years. The methodology consists in analyzing varying push and pull factors for the top countries among our applications. The aim is to identify trends and develop preliminary forecasts to plan resources for handling the further development of applications from top countries. This presentation will introduce the applied approach more concretely as well as the results, including visualizations. We believe the approach might be useful for other credential organizations. Join us for a hopefully fruitful exchange on the possibilities and challenges of foresight analysis in our field!

Title:  Internal quality assurance in your institutional recognition procedure: European versus African approach

Internal quality assurance is important for your institutional recognition procedure, but what is good practice?   In this session we will look at the European approach where the Lisbon Recognition Convention and the European Standards and Guidelines (ESG) can play an important role in the quality of the recognition procedure in higher education institutions. We elaborate the Dutch scenario on institutional level, showing some practical challenges and good practices in the internal quality assurance procedure. 

This scenario is compared with the South African situation where the African Standards and Guidelines for Quality Assurance (ASG-QA) have impact on the internal quality assurance procedure on institutional level and where credential evaluation is carried out conform the Policy and Criteria for Evaluating Foreign Qualifications within the South African NQF. 

Attention is paid to internal quality assurance mechanisms for the recognition procedure, institutional challenges to become Lisbon-proof and we will wrap up with a discussion about the advantages and disadvantages of a centralized or decentralized setup of the admission procedure for undergraduate and graduate admissions, for which we would appreciate your input and experience.

– learn more about the differences and similarities between the European and African procedures on internal quality assurance for higher education. 



Professor Kethamonie Naidoo

Professor Kethamonie (Monie) Naidoo has served as the Director: Programme Accreditation at the Council on Higher Education (CHE) from 2012.  She led the conceptualisation of the new Quality Assurance Framework (QAF) for the CHE that will be implemented in 2024. She has extensive experience in the area of quality assurance in higher education, having worked with the CHE in the areas of institutional audits, programme accreditation and led the Higher Education Qualifications Sub-Framework (HEQSF) alignment project that involved more than 10 000 higher education programmes. 

She spent many years at universities in executive management, mainly in the area of academic development and equal opportunituies and has worked extensively as a management consultant in the areas of higher education and business management.

Her postgraduate qualifications include a DEd, MBA (cum laude), MA (Hons), BEd, with undergraduate qualifications in Economics, Psychology and Science Education. 

She currently serves on the Advisory Board of the international forum, Improving University Teaching (IUT), and is on the Editorial Board of the international journal, Quality in Higher Education. She also serves as a QA ambassador on the joint AU/EU project on the Harmonisation of Quality Assurance in Africa (HAQAA).


Dr KB (Julie) Reddy

Dr KB (Julie) Reddy is currently the Chief Executive Officer of the South African Qualifications Authority (SAQA). She has served SAQA in senior management positions since October 2012.  Prior to that, she was the Managing Director of Afrika Skills Development (ASD), a project management and enterprise training and development agency for 9 years.  Between 2000 and 2005, Dr Reddy was the founding CEO of the Chemical Industries Education and Training Authority and CEO of the Sector Education and Training Authority for Secondary Agriculture.  From 1991 to 2000, she worked for the USA based Academy for Educational Development on the Advancing Basic Education and Literacy (ABEL) Project in South Africa, a USAID funded technical support project for educational NGOs and government departments.  For six years she was the Country Director/Chief of Party of the ABEL Project.  Dr Reddy is currently a Council member of the three quality Councils, the CHE, QCTO and Umalusi, the QC for General and Further Education and Training in SA.  She is also appointed to the National Skills Authority and the Deputy President’s Human Resources Development Council.  Dr Reddy is a member on the GDN Board of Directors and a UNESCO appointed International Juror for its Learning City Award. Her academic qualifications include both a MSc as a Fulbright Scholar, and a PhD from Cornell University in the USA


Dr Kirti Menon

Dr Kirti Menon is the Senior Director of Academic Planning, Quality Promotion and Academic Staff Development at the University of Johannesburg.  Prior to this she was Registrar at the University of the Witwatersrand from 2011 to 2013, Acting Deputy Director General: Universities from January 2010 till June 2011 in the Department of Higher Education and Training and Chief Director: Higher Education Planning and Management at the Department of Education from 2008. She worked for the Council on Higher Education between 1999 and 2008. She has served on several national task teams and her research focus is higher education with a focus on access, exclusion and redress. She is a Research Associate affiliated to the UJ Faculty of Education. 

Dr Kirti Menon has a BA (University of Durban-Westville, 1980), BA Honours in English Literature (University of Cape Town, 1982), an Honours in Applied Linguistics (UNISA, 1995), an MBA (De Montfort University, 2003) and her D Phil in Public Policy from the University of the Witwatersrand (2013).  She is widely published in the field of higher education, curriculum transformation, social exclusion and access. 

She has wide-ranging experience in the field of quality assurance having worked for the South African Council on Higher Education (CHE) for many years. Over the years she has been on several national and international panels for either accreditation or audits. Her experience is multifaceted as she has experience both from a regulatory perspective as well as from the vantage point of a university. She has served on several national task teams for the Department of Higher Education and Training as well as more recently on the CHE Task Team to develop an integrated quality assurance framework.


Marijke Blom-Westrik MA. 

Marijke is a senior credential evaluator/policy officer and very experienced trainer who has been working at Nuffic (Dutch ENIC-NARIC) for 20 years. She holds an MA in China Studies from The University of Leiden. Marijke has given numerous workshops and sessions on international credential evaluation and the principles of the Lisbon Recognition Convention both nationally and internationally, through the ENIC-NARIC network, the EAIE and TAICEP. 


Diana Hense MA. 

Diana is a senior in the international credential evaluating environment. She has been working for the University of Amsterdam in internationalization for over 20 years. Coming from an international communication background she stood at the cradle of the international student recruitment and the Admissions processes thereafter. At the moment she is the Head of Admissions at the University of Amsterdam and responsible for the credential evaluation processes.

Groningen Declaration Network  

Dear Colleague,

As a Groningen Declaration Network (GDN) Signatory, your engagement in the GDN includes participating in the annual conferences, attending webinars, and leading many related initiatives contributes to the effectiveness of the GDN.  Thank you for your enthusiastic and enduring support. The pandemic has demonstrated that the digital exchange of student data is more necessary than ever, underscoring the importance of the GDN’s ongoing work internationally. As a global movement, we cannot do this well without your continued involvement. The Annual Meeting is where the world meets, where ideas are sparked, and international collaborations are nurtured.   Today, I am writing to notify about the GDN Board of Directors recent decisions regarding the 2021 Annual Meeting. 

A number of factors influenced our decisions. The GDN Board of Directors prioritized the wellness of our GDN community. Holding an international in-person conference before the distribution of an effective vaccine would be irresponsible.  Current practical challenges such as travel restrictions, financial constraints, and other factors evident in this summer’s GDN annual meeting survey results also informed our thinking. Recent encouraging announcements, such as the release of Pfizer and BioNTech’s COVID19 vaccine, the world’s first, give us reason to believe that some restrictions will be lifted in the second half of 2021. We also hope for the equitable distribution of effective vaccines in 2021.   

Our decisions:

  1. The GDN 2021 Annual Meeting originally scheduled for May 2021 will be postponed;
  2. It has been re-scheduled to occur on October 13-15, 2021, in Canada; 
  3. We are planning for an in-person conference, the GDN community’s preferred modality. The planning will be informed by pandemic-related restrictions (availability of vaccines and travel). Although not our preference, a virtual conference may still be necessary, even in the autumn of 2021. We will provide regular updates;
  4. This timing change will affect future GDN Annual Meetings, which will occur in the autumn each year from 2021 onward; and,
  5. The 2022 Annual Meeting, GDN’s 10th anniversary, will occur in Groningen, Netherlands in the autumn of 2022.  

The success of the GDN Annual Meeting and the sustainability of the GDN will depend on your continued support. We look forward to seeing you at the 2021 Annual Meeting in October in Canada and to your ongoing and enthusiastic involvement in the GDN.

Tatiana McKenna has worked at Educational Credential Evaluators, Inc. since 2008. She earned her Specialist Diploma from Vinnytsia State Pedagogical University (Ukraine); the equivalent, in the United States, of a Bachelor of Arts and a Master of Arts in English and German languages, with an emphasis on TESOL. Tatiana has 8 years of pedagogical and scientific experience from Ukraine. In addition to acting as an Assistant Professor at Vinnytsia State Pedagogical University for 5 years (teaching English and Methods of Foreign Languages), she spent 3 years working on a scientific dissertation on the Methodology of Teaching Foreign Languages at Kyiv National Linguistic University (Ukraine). Tatiana is a native speaker of Ukrainian and Russian, and is also fluent in German. Her countries of specialization include former USSR, Western and Eastern Europe, Middle East, Latin America, Asia, and Africa. She participates and presents at various regional, national, and international conferences hosted by WAIE, TAICEP, EAIE, NAFSA, and ECE webinars.
